STRATEGIC GUIDELINES FOR IMPROVING THE FINANCING OF STATE HIGHER EDUCATION INSTITUTIONS IN UKRAINE

Abstract

The article deals with the state, problems and methods of optimization of financing of state higher educational institutions of Ukraine. The significance and role of education, which is amplified by globalization, transformations of social processes, development of scientific information technologies, increase of competition between states, educational institutions, and citizens are determined. The ways of diversification of sources of financial resources receipts are analyzed, the system of financing according to the results of activity with the achievement of certain indicators of functioning of institutions of higher education is proposed. The directions of expansion of financial autonomy of state higher educational institutions are generalized. It is proved that the ability of higher educational institutions of Ukraine to search and form additional sources of income in a certain way depends on the degree of their autonomy at the financial, personnel, organizational and academic levels. Given the current trends, it is noted that higher education is not only a final blessing – a source of satisfaction of spiritual, cultural, informational needs of man, but also an investment boon – a means of income growth, providing competitive advantages in the labor market and obtaining other benefits. It is concluded that limited financing of state higher educational institutions of Ukraine negatively affects the quality of educational services. Lack of budget allocations requires higher education schools to find additional sources of funding, and here it is worth paying attention to the following possible ways of solving this problem: studying the best world experience and its adaptation to the activities of public higher education institutions; co-financing education by the state and business; improvement of the legal field in order to stimulate the development of patronage, sponsorship; development of the mechanism of lending to higher education; activation of research and innovation activity; transfer of scientific research into the real sector of the economy. Strategic guidelines for improving financing of state higher educational institutions of Ukraine are proposed.
